As a reader of the b&w “read-ahead” version, it always intrigued me why such a tightly regulated state wouldn’t simply use BIRTH CONTROL to regulate population size, and instead opted to literally simulate natural disasters and accidents. Like, the former one costs next to nothing, especially compared to the latter, which is much more unpredictable and can heavily damage infrastructure, not even talking about the cost of setting such a “special effect” up. Like, just drug people. It’s not that hard, they already eat your free food!
Plus in developed countries, the birth rate tends to fall below the replacement threshold, meaning that each generation is smaller than the previous… For example, the fertility rate in the USA has been below natural replacement threshold since 1973.

It’s because the Producer’s goal metric never was a lower population count, he’s merely convinced everyone under him that that’s his goal to keep them comfy.
I suppose even if limiting population-size were a goal, you might still want to select which people get to live based on their talents, rather than just prevent some random proportion from being born at all.
